REGULAR COUNCIL MEETING MINUTES =

THURSDAY, MAY 8, 2008

CALL TO ORDER - With the Pledge of Allegiance= and a silent prayer, Mayor Paul W. Meier called the meeting to order at 7:30 PM.=

ROLL CALL - Present were Messrs. David Kr= amer, Ralph Laird, Frank Sommerkamp, David Thiel and = Thomas Moser as was Mrs. Colleen Collins Bright.

MAYOR’S REPOR= T

CITY ADMINISTRATOR’S= REPORT

Ø Saturday May 17, weather permitting, chil= dren volunteers from Gloria Dei Lutheran Church will be painting the fence on Dixie Highway from Winding Way= to Rosemont Ave.

Ø The Ethics Committee met May 1 to review financial sheets submitted by council members.

Ø A meeting to discuss the current advanced life support contract with Transcare will be he= ld Friday May 9 at the Ft. Mitchell City Building with all c= urrent and prospective cities attending.

OLD BUSINESS

NEW BUSINESS

A.&n= bsp; = ; Board of Adjust= ment appointment –= Mayor Meier rep= orted that Bill Rinehart, who has served many years, has stepped down from the Bo= ard. The Mayor recommended Terri Mayo t= o fill the vacant seat and the unexpired term of Mr. Rinehart. Mr. Kramer motioned for acceptance= of the appointment, seconded by Mrs. Bright.&= nbsp; Ayes carried.

B.&n= bsp; First Reading Ordinance = 2008-5-1 - An ordinance establishing 9= 11 emergency telephone service charges not to exceed $4.25 per land line to pa= y the costs and expenses consistent with the provisions of KRS 67.760. This cost is associated with the dispatch services now provided through the City of Erlanger for police, fire, and ambulance. It was originally thought this would take effect May 1, 2008, however; it was delayed until J= uly 1, 2008. Approximately 3% of = the fees collected are retained by Cincinnati Bell as an administrative fee. The rest is distributed to City of= Erlanger to be spe= nt specifically on dispatch-related expenses.=

C.&n= bsp; First Reading Ordinance = 2008-5-2 – Mr. Laird infor= med of the Finance Committee meeting that took place Wednesday May 7 and read the following prepared statement:

“ Due to the economic downturn the City’s income is expected to be reduced in the coming year. Our clerk/treasurer is forecasting= that reserve funds in the amount of $200,000 to $250,000 will have to be used in each of the next two fiscal years. As a result of this, the committee is asking for detailed recommendations from the City Engineer through our public works committee on all proposed road expenditures. We are requesting information on each proposed project listing:<= /p>

1. The condition of the road surface and base,

2. the recommended repair procedure,

3. extent of resurfacing or other work to be done, and,<= o:p>

4. the estimated cost= .

We are hopeful there may be a reduction o= f the budget for the second and final reading.&n= bsp; “

The Mayor noted that when there are many projects or several large dollar projects, it would be a good idea to better plan the projects throughout the fiscal year, rather than trying to get them all done in the June to November time frames.

C= OMMITTEE REPORTS

Public Works – Mr. Sommerkamp reported that:

Ø = Eaton Asphalt is painting traffic control arrows and installing reflectors on Thomas More Parkway.

Ø = The City has received a grant to construct a sidewalk along the east side of Dixie Hwy. from Dudley Road to the main town center entrance. The Cities of Crest= view Hills, Edgewood, and Kentucky Transporta= tion Cabinet are in discussions at this time.

Ø = The proposed traffic light at the intersection of Legends Wa= y and Thomas More Parkway was voted upon last meeting and the funding has been included in the FY 09 budget. Construction will be discussed.

Ø = Bids will be received by the end of May to resurface Legends W= ay and Right Fork Road. Construction is to be completed by= June 30, 2008.

Ø = Lookout Farm Drive extension will be repair= ed in FY 09, with recommended repairs taking place before the end of this calendar year.

Police Authority – Mr. Laird and Mr. Kramer state= d:

v The explorer program seems to be going well.

v Th= e budgeted figures for FY 09 are slightly increased due to fringe benefits, salaries, cruiser purchases, etc. but overall the Authority seems to be in good finan= cial shape.

v Ch= ief Herbst reported that Officer Shawn Kleier, a retired policeman from Edgewood, has been hired for temporary duty while Officer Sam Goodman is serving in Afghanistan. Also, the dispatch switch to Erlan= ger has, at least, seemed to eliminate radio dead spots.

Economic Development and Zoning<= /u> – Mr. Kramer declared that John Phillips restaurant should be opened by May 15 and Ser= vatti bakery will be coming in where Weinerhaus used = to be.

Recreation – Mrs. Bright reported on the following:

§ The next committee meeting will be Wednesday= May 21 at 11AM.

§ Tickets for Reds games on May 17, June 14, a= nd July 19 are on sale during regular office hours.

§ Florence Freedom games are June 6 and July 12. Residents may purchase ti= ckets for the game, which includes a buffet meal in the Eagle’s Nest area, for ten dollars during regular office hours.

§ The committee is gearing up for the annual picnic and golf outing Tuesday August 5 at Summit Hills Country Club.

Communications – A newsletter was just mail= ed.

Building – Mr. Gr= oth reported on lighting issues still present at the City Building and his ongoing negotiations with CDS Architects and subcontractors.

Mr. Sommerkamp wished to discuss a police issue brought up at Lakeside Park’s recent council meeting whereby it was considered that the police would beco= me “zoning consultants” and issue citations for violations.
