CALL TO ORDER - With the Pledge of Allegiance= and a silent prayer, Mayor Paul W. Meier called the meeting to order at 7:30 PM.=

ROLL CALL - Present were Messrs. Ralph La= ird, Frank Sommerkamp, and David Thiel as was Mrs. Colleen Collins Bright. Thomas Moser and David Kramer were not in attendance.

MAYOR’S REPOR= T

Ø Noted that residents should be cautious a= nd review carefully home, health, or auto insurance invoices for the insurance premium tax charge, or Kentuc= ky municipal tax charge. Crestvi= ew Hills, Independence, and Edgewood are the = only cities in Northern Kentucky who do not c= ollect this tax and a call may have to be placed to one’s insurance company = or agent to correct one’s account to reflect that they live in Crestview Hills and the tax should not be charged.&n= bsp; This information will be noted again in the next Eagle’s View newsletter.

CITY ADMINISTRATOR’S= REPORT

Ø None.

OLD BUSINESS

A.&n= bsp; = ; Second Reading Ordinance = 2008-5-2 – Mr. Laird infor= med of the Finance Committee meeting that took place Thursday June 5^th,= and noted the committee’s careful review of the line items that structure= the departmental numbers on the ordinance.&nbs= p; Mr. Laird noted that last month’s request [of the Public Works Committee] remains unfulfilled; however made the motion for passage of the budget for fiscal year 09 as presented for second reading. The motion was seconded by Mr. Sommerkamp. Ayes carried.

B.&n= bsp; Second Reading Ordinance = 2008-5-1 - An ordinance establishing 9= -1-1 emergency telephone service charges not to exceed $4.25 per land line to pay the costs and expenses consistent with the provisions of KRS 67.760. This cost is associated with the dispatch services now provided through the City of <= st1:City w:st=3D"on">Erlanger for police, fire, and ambulance. It was originally thought this would take effect May 1, 2008, however; it was delayed until J= uly 1, 2008. Approximately 3% of = the fees collected are retained by Cincinnati Bell as an administrative fee. The rest is distributed to City of= Erlanger to be spe= nt specifically on dispatch-related expenses.= It is necessary to increase the cost due to shrinking land line usage and the fact that cell phone users do not pay much locally in 9-1-1 tax.

Motion for passage of the ordinance as presented made by Mr. Sommerkamp, seconded by Mrs. Bright. Ayes carried.

NEW BUSINESS

A.&n= bsp; = ; Resolution 2008= -6-1 –= Mayor Meier rea= d the header and noted that much has been publicized about the pension issues in = the newspapers. The topic needs t= o be addressed immediately so pension costs do not bankrupt cities in the near future. Motion to accept the resolution made by Mr. Thiel, seconded by Mr. Sommerkamp. Ayes carried.

B.&n= bsp; Resolution 2008= -6-2 - A resolution approving the interlocal agreement and giving authority to the Mayor to enter into, on be= half of the City of Crestview Hills, an agreement with TransCare of Kentucky to provide advanced life support services from July 1, 2008 to June 30, 2009.<= span style=3D'mso-spacerun:yes'> The cost to Crestview Hills should= be $24, 352. Motion to accept the resolution as presented made by Mr. Laird, seconded by Mr. Sommerkamp. Ayes carried.

C.&n= bsp; Discussion of <= st1:Street w:st=3D"on">Kenton County Fiscal Court pending interlocal agreement –

The Mayor noted that when the City entered into an agreement with Kenton County Fiscal Court for the centralized collection of occupational licenses, net profit fees, and payroll taxes, reporting of collection efforts were to be done in such a manner that the C= ity could easily identify which of its businesses were up-to-date in the three areas and which were not. How= ever, that has yet to occur eleven years later and Judge Executive Ralph Drees se= nt a letter to the Mayors of all cities with whom the Fiscal Court has the same interlocal agreement to let them know that the collection fee will go from = one percent of all taxes collected [per jurisdiction] to two percent. There is much discussion amongst t= he cities regarding reporting issues, the new interlocal agreement, and updated fees. The subject will resurf= ace at a future meeting. =

C= OMMITTEE REPORTS

Public Works – Mr. Sommerkamp = reported that:

Ø = Part of Woodspoint Drive paving will be rem= oved and replaced with concrete paving.

Ø = Bids have been received to resurfa= ce Legends Way= and Right Fork Road. The contract was awarded to Michels Construction. The project is = to be completed by June 30, 2008.

Ø = Lookout Farm Drive extension will be repair= ed in FY 09, with recommended repairs taking place before the end of this calendar year.

Ø = Eaton Asphalt is painting traffic control arrows and installing reflectors on Thomas More Parkway

Ø = Curb corners at CentreView Blvd. and Thomas More Pkwy. have been repaired again.

Ø = The plantings throughout the City = look great with the amount of spring rains they have received.

Ø = The City has been awarded a grant = to construct a sidewalk along the east side of Dixie Highway from Dudley Road to the north entrance t= o the Town Center. Construction time tables are uncer= tain at this time as the project is being funded through the Kentucky Transporta= tion Cabinet with CMAQ (congestion mitigation air quality) grants. KTC will design and build the side= walk. It has been discussed that KTC will first bid engineering and design services for the project, then, once desig= ns have been submitted and approved from the winning bidder, the construction = will then be bid.

Finance – Mr. Sommerkamp desired a separate [from the monthly detailed budget report, whi= ch encompasses a three year span] immediate verbal reporting of how much each = line item in the budget increased or decreased and why. Mr. Laird noted that the same information could easily be obtained from the monthly report issued to coun= cil; however, if a separate report was truly desired, one could be generated thr= ough the accounting software.

Mrs. Bright stated that, as learned from = the November, 2007 financial special session held for council members, another equally important picture to review was the pending FY 09 decrease in the reserved funds. Mr. Sommerkamp inquired whether the interest rate earned on our invested reserves, which he stated at 2.5%, was really worth keeping.&= nbsp; Ms. Wirthlin informed council members that the City was earning significantly higher rates on the CDs and it was in line with the debt owed= on the bond issuance [from 2005], therefore the City was still earning higher interest than was being paid and the CDs were definitely worth keeping as investments.

Police Authority – Captain Chris Schutte reported= :

v He completed ten weeks of FBI training at Quantico [Virginia] and le= arned a number of new skills and tactics which he desires to employ within the department.

v La= ra Comte will graduate the academy in August and seems to be doing well. =

Economic Development and Zoning<= /u> – Mayor Meier informed council m= embers of the ongoing discussions through KCMPZC regarding signage in Northern Kentucky.= The original draft of the proposed sign ordinance prohibited new billboards, especially along the interstates [I-75/71, I-275]. An opposing attorney is attempting= to link this proposed ban on new billboards to the attempted ban several years= ago on sexually oriented businesses, which was mandated by the U.S. Supreme Court. The two subjects are n= ot related. Cities currently do = not permit billboards so the draft is no different than local ordinances alread= y in place.

The sign ordinance will be postponed at= the next KCMPZC meeting and revisited in August.

Recreation – Mrs. Bright reported on the following:

§ The next committee meeting will be Wednesday= June 25 at 11AM.

§ Committee member Sherri Higginbotham is leav= ing the committee since she is moving and Erin Timmerding has asked to join the committee to research programs for young children.

§ Water color classes with Terry Freytag begin Monday June 23.

§ Tickets for Reds games on June 14, and July = 19 have been sold out. Participants w= ill enjoy the game from the Riverfront Club and the party deck.

§ Florence Freedom game July 12. Residents may purchase tickets for= the game, which includes a buffet meal in the Eagle’s Nest area, for ten dollars during regular office hours.

§ The committee is gearing up for the annual picnic and golf outing Tuesday August 5 at Summit Hills Country Club. Sign ups are being accepted at thi= s time. More detailed information and a si= gn up form will be available shortly in the upcoming newsletter.

Telecommunications – Mayor Meier did a 13 minute spot on local cable during the May prim= ary.

Communications – A newsletter will be maile= d at the end of the month.

Building – Mayor Meier stated that HVAC in the City Building lobby is f= ine and a sidewalk issue in the front of the building has been fixed.
