REGULAR COUNCIL MEETING MINUTES =

THURSDAY, AUGUST 14, 2008

CALL TO ORDER - With the Pledge of Allegiance= and a silent prayer, Mayor Paul W. Meier called the meeting to order at 7:30 PM.=

ROLL CALL - Present were Messrs. Ralph La= ird, Frank Sommerkamp, Thomas Moser, as was Mrs. Colleen Collins Bright. David Kramer = and David Thiel were not present.

CITIZENS AND GUESTS

Det= ective Jim Miller introduced the Explorer post 2931 members to council members and updated them on the progress of the program. The program teaches skills needed = in the law enforcement field, such as patrol procedures, traffic control and radar operations, accident investigation, criminal and crime scene investigation = as well as many others. The purp= ose of the course is to provide experiences that help young people, ages 14 – 21, to mature and prepare them to become responsible and caring adults.

MAYOR’S REPOR= T

Ø The Northern Kentucky Area Development an= nual dinner and awards ceremony will be Monday August 18 at Receptions in Erlang= er.

CITY ADMINISTRATOR’S= REPORT

Ø None.

OLD BUSINESS

NEW BUSINESS

A.<= span style=3D'mso-spacerun:yes'> &n= bsp; First reading of Ordinance 2008-8-1 - an ordinance providing for the levy, apportionment, and collection of taxes and revenue for the calendar y= ear 2008 and which sets the property tax rate for calendar year 2008 at .1415 p= er $100 valuation. Mayor Meier n= oted that the City is lowering the actual property tax rate, which held steady at .1525 per $100 valuation for twelve consecutive years; however the actual amount paid to the City per property might be slightly higher than in previ= ous years because the Kenton County Property Valuation performed reassessments = of many Crestview Hills residential and commercial lots.

B.&n= bsp; Discussion of N= KAPC model sign ordinance =

Mayor Meier not= ed that at the requests of the representatives of local governments, the North= ern Kentucky Area Planning Commission drafted a “Model Sign OrdinanceR= 21; that would best meet the needs of local governments and fulfill the aesthet= ic desires of the community. A n= umber of definitions in the old model ordinance were revised and/or deleted; a mo= re comprehensive scheme was drafted to better regulate signage [including billboards] throughout Northern Kentucky; temporary signage was addressed with more depth, as was signs allowed witho= ut a permit.

&= nbsp; At its meeting of Thursday, June 5, 2008, the Kenton County Planning Commission elected to table the Model Sign ordinance.

The Kenton Coun= ty Planning Commission has adopted the Model Sign Ordinance as previously subm= itted for each city to review. The objective of the model sign ordinance is to provide a quality, reasonable, = and constitutionally-sound document that legally protects the local governments= and the authority granted to it while at the same time also meets the aesthetic desires of the community.

General discussion ensured regarding Crestview Hills current ordinances and what would chan= ge, if anything, once the new model ordinance is adopted. Residents and businesses could sti= ll have the option of going before the Crestview Hills Board of Adjustment if a variance from the ordinances is required or desired.

The Crestview Hills Economic Development committee will schedule a September meeting to evaluate the proposed model = and will make recommendations to Council thereafter.

C= OMMITTEE REPORTS

Public Works – Mr. Sommerkamp = reported that:

Ø = Eaton Asphalt has completed work o= n Thomas More Parkway involving raising storm sewer lids and black top patching. This was not done initially because Eaton was under the impression the lids covered sanitary sewers, which have more restrictive regulations.

Ø = Part of Woodspoint Drive paving is being re= moved and replaced with concrete paving. The project should be completed before the next council meeting.

Ø = Lookout Farm Drive will be repaired in the = area of the concrete bridge over the creek, preferably before the end of the calendar year.

Ø = Druid Lane, Warwick Court, and Rossmoyne Drive from Winding Way to Druid Lane will be resurfaced. The work will begin on Monday Augu= st 18 and be completed by September 1. Residents might wish to consider exiting the subdivision via Vernon Drive during this time.

Ø = The next committee meeting is Wedn= esday August 20 at 10 AM.

Finance – Mr. Laird noted that the committee would meet to discuss the property tax rate before the n= ext council meeting.

Police Authority – Mayor Meier educated council m= embers on the latest review from the Kentucky League of Cities in which the Police Authority scored a 97%. Chief Herbst noted that there were some areas of disagreement and those items wil= l be appealed. Therefore the final rating should be closer to 99%.

Economic Development and Zoning<= /u> – Mayor Meier stated that a meet= ing will be held in September, potentially the 9^th .<= /span> The sign ordinance will be revisit= ed at the next KCMPZC meeting and discussed at the committee meeting.

Recreation – Mrs. Bright reported on the following:

§ The next committee meeting will be Wednesday= August 23 at 11:15AM.

§ The committee did not execute a plan B for t= he annual picnic and golf outing Tuesday August 5 at Summit Hills Country Club= . Rain was not anticipated that morn= ing, even by the meteorologists. T= he dinner was held as planned; however the golf was rescheduled for Tuesday September 9.

§ October 9 is the date for the fall bus trip scheduled to Woodford County for lunch, shopping, and a tour of the distillery.&nb= sp; The trip is full at this time, although a waiting list has been star= ted.

Personnel – The Northern Kentucky Area Development District has been contracted to conduct the search for a City Administrator. A newspaper ad was placed in the Sunday August 10^th edition of the Enquirer. <= /p>

Building – Mayor Meier stated that bids have been accepted for a lobby window project and a software package will be purchased which is supposed to better regulate the temperatures in the building.

Mary Ann Stewart explained to co= uncil the information in their packet regarding recent changes in the open records and meetings act and to remind elected officials of duties according to statute. Each council member = must acknowledge receipt of this information and an acknowledgement will be sent= to Frankfort signed = by the Mayor.
