MINUTES - REGULAR COUNCIL MEETING

JUNE 11, 1998

CALL TO ORDER - The meeting was called to order at 7:30 PM by Mayor Harold A. Ries with the Pledge of Allegiance and a silent prayer.

ROLL CALL - Present were Messrs. Ralph Laird, Paul Meier , John Drummey, Frank Sommerkamp and Joe Maloney. Mrs. Beverly Draud was absent.

APPROVAL OF AGENDA - Mr. Celarek stated that an item B under New Business needed to be added. The subject matter would be the access road to the new Thomas More College student center.

CITIZENS AND GUESTS

?Mr. Bob McQuery, who is a Regional Supervisor for Rumpke, along with Gary Lederer and Brian Ashcraft, who supervise drivers for recycling and solid waste in our city, wanted to express their apologies for the incident that took place on June 2nd. The incident in question was a shortage of drivers that led to recycling and garbage not being picked up in some areas and very late in others. Mr. McQuery said drivers were not taking responsibility for their routes. Also, the drivers were not aware that what they do affects other people. Mr. Maloney was concerned that Rumpke was experiencing a labor dispute. Mr. McQuery replied that there was some friction with the process of promotion and with the hiring of a new CEO and more drivers, they hope to eliminate any more friction. Mr. Sommerkamp wanted to thank Mr. McQuery for making a public appearance instead of just sending the letter.

?Mr. Meier introduced Joe Price, who is the Lookout Farms Homeowner Association’s President and a new citizen’s representative to the Economic Development Committee.

CITY ADMINISTRATOR’S REPORT

Mr. Celarek reported on the following:

  1. Shading will soon be installed on the high intensity lights on I-275. The purpose of the shades will be to substantially limit the amount of light that shines into the residential neighborhoods that border the highway. Hopefully those shades will be installed beginning June 17th.
  2. There will be a noise monitor study conducted soon in our city. Joe Kearns, the Chief Engineer for District 6 for KDOT, will keep administration informed.
  3. The new planting at Thomas More Parkway and Turkeyfoot Road has been started and will be completed by the end of June.
  4. The contract with Edgewood Fire and EMS was renewed for the FY99.
  5. There will be a Board of Adjustment meeting on June 17th at 7PM referencing the curb cut on either Thomas More Parkway or Legends Way for the new assisted living facility proposed..
  6. HB 651 takes effect as law on July 15th. The section dealing with storm water is considered enabling language. Sanitation District No. 1 ‘s intentions are to spend the next year developing a regional storm water management plan. Currently, storm water issues and liabilities will continue to be the responsibility of the City. According to the Federal Clean Water Act, a storm water management plan must be submitted in approximately a year.
  7. The NKADD annual meeting will be held August 24th at 6PM at the Drawbridge Inn. All council members should get their reservations in as soon as possible.

OLD BUSINESS

A. Budget Ordinance 1998-5-1

Mr. Laird informed council that the Finance Committee had met and had reviewed the budget being presented. There were some slight alterations but overall it is a good budget with a large number of public work projects, maintenance to the City Building and upgrades of old equipment taking main priority. Mr. Celarek interjected that the four largest projects would be: 1) the Dixie Highway sidewalk, which has an approximate cost of $70,000, 2) the traffic signal to be placed on Thomas More Parkway and Centreview Blvd., which has an approximate cost of $62,000, 3) Horsebranch Road maintenance and repair work at an approximate cost of $90,000 and 4) general street repairs throughout the City at an approximate cost of $110,000. Mr. Sommerkamp inquired about the re-engineering of the Thomas More Parkway and Turkeyfoot Road intersection. Mr. Celarek stated that project would be added to the list of public work projects currently under consideration. Mr. Laird made the motion of accept Ordinance 1998-5-1 as submitted and implement the budget for FY 99, seconded by Mr. Sommerkamp.

  1. Recreation

Mr. Meier reported on the 3rd annual Springfest . It was a partly sunny day, chilly breezes with a good crowd. Mr. Meier stated that he received very positive comments about the festival from the Rotary, who had around 114 entries in the car show, residents, council persons, other elected officials and people who came from outside our city. The Mayor was pleased that the car show had a special Mayor’s Choice award. Mr. Celarek felt it was a quality event from the booths to the car show to the concert. He also thanked Peggy Sensel, Jim Connelly, Bob Haglage, Dan and Chris Resing and C.R. Monhollen for many hours of hard work. Mr. Meier stated that a number of children went through the Fire Dept. smoke house and about 120 children were ID’d through the Kid Care ID program sponsored by the Lakeside Park/Crestview Hills Police. The Life Squad department still has bicycle helmets on sale. Residents need to turn in their sign up forms for summer recreation programs. A limited number of Reds tickets are available for the June 13th and is gym bag night. Tickets are also available for a special movie showing of the X-files.

NEW BUSINESS

  1. Traffic Studies

Mr. Celarek explained a memo that was sent to the Board of Adjustments and the residents of Summit Lakes referencing the traffic study completed by Parsons, Brinckerhoff, Ohio. The study was undertaken for the intersection of Thomas More Parkway and Legends Way for the Marriott assisted living facility that has been proposed. There will be a second traffic study done for Centreview Blvd. and Turkeyfoot Rd. that will look at future curb cuts, traffic flow, the impact of a traffic signal, etc. Mr. Celarek explained what the traffic study will entail and remarked that there would be a more full report after the Board of Adjustments meeting of June 17th.

B Thomas More College

Gary Bockelman from Thomas More College reported that the new access road would actually be a relocation of Renaissance Drive and after adjustments would come out by Four Seasons. The access drive was presented at the Economic Development meeting at which the committee seemed to agree with the proposal. The college is planning with Four Seasons to get the easement worked out. This will make it more convenient for delivery people who can now come in one way and go out another without having to turn around. Mr. Celarek pointed out that even though this road is on private property, it still needs to be reviewed by the City. The road does not have to be sub-division quality but needs to be at least six inches thick. Mr. Meier made the motion to allow the private drive to go in, seconded by Mr. Sommerkamp. The road will be maintained by the college and will not require a new curb cut.

COMMITTEE REPORTS

Public Works - Mr. Celarek wanted to reiterate that the plantings are in process on Thomas More Parkway and Turkeyfoot Rd. Mr. Maloney inquired about the wooden signs in Old Crestview. Mr. Celarek replied that the large green signs had been installed in the Research Park and College Park areas but had not been put up in Old Crestview because a member of council had not thought them to be visually pleasing. There was discussion on the positives and negatives of the wooden signs and the large green signs. It will be discussed again at a future public works meeting.

There was also discussion on the storm water retention basins at Legends Way, Four Seasons and on Horsebranch Rd. Mr. Berling noted that the Highway Department is studying the designs of the basins in two areas in Northern Kentucky and now would be the time to ask them to also study the one on Horsebranch Rd.

Police Authority - Mr. Meier reported that the long range study committee had their first meeting last month and each member was to come to this months meeting {Wednesday the 17th at 4PM} with a list of questions that the committee will investigate and make suggestions.

Mr. Sommerkamp wanted to reiterate congratulations to C.R. Monhollen for the work on the festival, car show and festival. He realized that took many hours of work and he stated that he was proud of the quality of the vendors and events at this year’s festival.
