MEETING MINUTES
APRIL 10, 2003 –
7:30 PM
Call to Order – Mayor Paul W. Meier called the
meeting to order with the pledge of allegiance and silent prayer.
Roll Call – The roll was called to determine a
quorum. Present were: Ms. Terri Jameson and Messrs. Ralph Laird,
Joseph Maloney Jr., and Frank Sommerkamp, Jr.

Approval of the Agenda – The Agenda was
approved with no corrections or additions.

Approval of the Minutes of the March 13, 2003
regular meeting with the following corrections: Page 2 – After the City Administrators Reported items the first
paragraph line #3 reference to …southbound traffic to back up on Turkeyfoot
Road should read …northbound traffic to back up on Turkeyfoot Road.

Mayor’s Report
- Mayor
Meier went to a NKADD meeting and learned that there is a new state
regulation mandating that the smog alerts have been expanded to cover
8-hour increments of time. Also,
The EPA is soon to mandate a standard type of fuel to be used nationwide
rather than the state-to-state requirements.
- A
meeting will be held a Dixie Heights High School on April 15 at 7:00 PM to
discuss a fundraiser activity to be held at the “Banklick Creek Cleanup”
on May 10. Possibly for a
sponsorship for pledges for work done to benefit the proposed Kenton
County Skate Park.
- The
government forum for tomorrow will take place at the Raddison Riverfront
at the usual time.
- Eggs
& Issues will be at Five-Seasons this Tuesday, April 15. The topic will be the Science and Math
Learning Center.
- Caywood
School Annual Parade Thursday, May 1st at 8:45 a.m.
- Ethics
Statements are due into the office by April 15th.
- The
monthly Mayor’s Meeting will be held on the second Saturday of the month,
that is this Saturday at the Kenton County Golf Course Clubhouse. The
meeting is usually on the third Saturday.
City Administrators Report –
- The
Finance Committee will meet Tuesday, April 15th at 4:00 PM.
- Recreation
Committee will meet Thursday, May 25th at 10:00 AM.
- Personnel
Committee will meet Friday, May 23rd at 4:00 PM.
- Public
Works meeting was held Tuesday, April 3rd.
- Economic
Development Committee met on Tuesday, April 8th at 4:00 PM.
- Municipal
Clerk’s Annual Spring Conference April 24 & 25th
- Administrator’s
Annual Spring Conference will be April 30, May 1st & 2nd.
- St.
Pius Women’s Club offered thank you for allowing children to fill Easter
Eggs to fulfill in service hours.
- The
Board of Adjustments had a training session on Monday from 4:00 to 5:00 PM
at the City Building.

New Business-
Item A.
Mayor Meier stated that this item will be a Site Plan Review not Stage I
and Stage II for Carrabbas Restaurant
Jay Bayer, Engineer presented the site plan for review. Setback called for a 35 feet setback from
I-275 there is 75 feet, which is well within the limits. The Restaurant will seat 233 instead of the
originally proposed 245, this would allow for a maximum of 30 employees and
will require 132 parking spaces. Storm
water detention facility will be built as indicated by the lines. Added to the original plans is a monument
sign and overhead utilities that are there for Panera will be taken underground
along with Carrabbas’s utility wiring.
The Economic Development Committee approved the plan at the Tuesday
meeting.
Ms. Jameson asked if the lease has been signed with the
Mall. Mr. Frey said this would take
place as soon as possible probably the first of next week. Mayor Meier stated that it is permissible
for the site plan to be approved before the lease is signed. Mr. Frey stated that their goal is to build
by the end of the calendar year 2003.
An article by the KY Post reported that the restaurant would be 39,000
sq ft. This is obviously an error.
Motion to approve the Site Plan, which meets Northern
Kentucky Area Planning Commission review for the Carrabbas Restaurant, to be
built in front of the Crestview Hills Mall.

COMMITTEE REPORTS
Public Works
- Parts
of Vernon Drive and Rossmoyne will be rotomilled, patched and resurfaced
from Sunset Drive to Druid Lane.
- Dixe
Lane will be resurfaced from Summit Drive to Parkway.
- Part
of Varsity Court will be reconstructed between the top of the grade and
the cul-de-sac.
- Our
parking lot between the City building and Dillards will be rotomilled,
patched and paved.
- Mr.
Sommerkamp stated that the bids for the road paving have been opened. Six bids were received ranging from
$78,000 to $45,945. Low bid was
accepted from Michaels & Sons to be completed in 90 days.
- Lighting
on Thomas More Parkway will begin within the next two weeks. The lights will be on 45 feet poles
with 15 feet arms and cobra heads.
They will be spaced 150 feet apart. Mr. Berling stated that the Committee had wanted the lights
alternated on both sides of the road, however, due to the large number of
utilities buried on the Five-Seasons side of the Road it would be very
difficult to stagger the lights 150- feet distance off the curb. Also, 36 inch and 8 inch water mains
are in the area. The Insurance Company will not cover the
contractors. Therefore, lights
will only be on the East side of Thomas More Parkway. Mr. Berling stated that the lights are
capable of handling either 150 or 250 watt bulbs and are a high pressure
sodium, which should be bright enough to cover both sides of the
road. If too bright a special lens
can be put over them.
- K.D.O.T
is still studying the intersection of Thomas More Parkway and Turkeyfoot
Road to find a way to allow better left hand turn movement from
southbound Turkeyfoot Road onto
eastbound Thomas More Parkway.
- Mr.
Maloney stated that parts of Winding Way, Druid and Vernon need work. At Druid and Winding Way there is a low
spot in a front yard that needs topsoil.
Home of Mr. Gibson there is a problem with a catch basin. Mr. Berling stated that he will look at
Winding Way, Druid, and Vernon and the catch basin, when the resurfacing
is being done. The sodding at Druid
and Winding W ay was done last year but did not take. It will be redone.
- Mr.
Sommerkamp reported that the work in the rear of Summit Drive has become
too much of a financial burden for the County and the project will be
abandoned for now. Mr. Berling will
check with the School Board. Mr.
Maloney asked if the County had not already made a commitment to do the
job. Mr. Berling stated that it is
probably not abandoned just put on hold until funds catch up. The State is committed to the project.
Finance Committee – Mr. Laird reported the
Committee will meet April 15th.
Police & Safety- No Report
Zoning and Development – The Beechwood Band
Boosters car show will be at the Mall on May 4 from 9 – 6 p.m. The loud speakers can be used but only in
moderation. Mr. Sommerkamp said the
speakers will be turned toward the Mall.
Mr. Groth said that Chief Herbst will research what safety measures
should be taken for the project.
Cheer & Recycling – No Report
Recreation –
- RSVP’s
are being accepted for the Easter Egg Hunt April 12, 2003, 11:00 AM to
noon. Two age categories are 3-7
and 7 & up.
- The
Ball Games tickets are sold out except for four tickets for the June 14th
Game.
- The
Summit Hills Picnic/Golf Outing will be August 12.
Personnel – The committee will meet on April
15 at 4:00 p.m. to review the employee
evaluations.
Telecommunications – No Report
Communications – Newsletter went out.
