MINUTES - REGULAR COUNCIL MEETING

APRIL 11, 2002

 

CALL TO ORDER - With the Pledge of Allegiance and a silent prayer, Mayor Paul W. Meier called the meeting to order at 7:30 PM.

ROLL CALL - Present was, Mrs. Terri Jameson, Messrs. David Kramer, Joe Maloney, Ralph Laird, Harold Ries and Frank Sommerkamp.

CITIZENS AND GUESTS

Colonel Paul Herbst, Chief of Lakeside Park/Crestview Hills Police Authority and Kathleen Corneil, representing the Lookout Farm Homeowners Association were present.  Chief Herbst reported that Officer Stephen Freeman would return to patrol duty starting April 14.  He has returned safely from his duty with the Marine Corp.

The citizen’s academy has ended and three residents from Crestview Hills completed the course.  They are:  Janet Buhr, Gerri Collins, and Carmen Trotta.   The academy will commence again in September.

CITY ADMINISTRATOR’S REPORT

Mr. Groth reported on the following:

Ø             Council members and Mr. Groth attended the Ft. Mitchell Fire Dept. annual appreciation dinner on April 6.

Ø             Contract Sweepers cleaned the streets on April 1 and 2.

Ø             Mr. Groth attended the Annual Conference on the Management of Local Government at Lake Cumberland State Park April 3 through 5.  The program focused on “Planning future direction” and included such topics as:  smart growth, e-government, the Kentucky Renaissance program, economic trends, GASB 34, and the latest on legislative developments.

Ø             A letter has been sent to Keith Black, representing Cinergy, Corp. asking when the permit application for construction of the merchant power plant would be withdrawn.

Ø             Mr. Groth will attend the Fire/EMS Strategic Planning Group Saturday, April 13, at the Kenton County Cooperative Extension Center, from 9AM to 5PM.  An update from that meeting will be forthcoming next month.

Ø             The Public Works committee has approved installation of sidewalk handicap ramps on Turkeyfoot Road, intersecting with Villa Madonna Drive, Thomas More Parkway, and Barnwood Drive. 

Ø             Mayor Meier, Chief Herbst, Chief Messmer (from Edgewood Police Dept.), Darren Moore, and Mr. Groth met with management and residents of Grandview Terrace Apartments on March 19 to discuss safety procedures and the subject of gas grills on balconies.  Residents living above the first floor were encouraged to use electric grills.

Ø             Jeff Eger, Director of the Northern Kentucky Sanitation District, will attend the May council meeting to discuss wastewater runoff management and procedures.

Ø             There will be a benefit for Carter Collins, son of former councilman Tom Collins and Gerri Collins, on Friday, April 26 at St. Pius Church.  Cost of admission is $20.

 

MAYOR’S REPORT

Mayor Meier reported on the following:

Ø      The Kentucky League of Cities convention will be held October 2 through 6 in Covington.  Members of council are encouraged to attend.  Discussion took place regarding activities sponsored by the host region. 

Ø      Monday, April 15 should be the last day of the General Assembly.  The Mayor will attend the last day and attempt to speak with legislators about certain bills of interest to Crestview Hills.

Ø      May 9 will be the date of a luncheon at the Drawbridge Inn to honor Paul Hemmer, Sr. as the Northern Kentuckian of the year.  The City has reserved a table for the luncheon.

 

OLD BUSINESS

A.     Public Utilities - Proposed Cinergy Plant - Update

Mr. Mando stated that litigation is still pending and the hearing is still scheduled for July.

B.            Ordinance 2002-3-1

This is an ordinance enacting and adopting a supplement to the code of ordinances of the city of Crestview Hills, Kentucky, including a reprint of the text without a change in content.  A minor change in the fourth paragraph should read as the City of Crestview Hills rather than the City of Jamestown.  Mr. Sommerkamp made the motion to accept Ordinance 2002-3-1 as amended, seconded by Mr. Maloney.  Ayes carried.

NEW BUSINESS

 

            There is nothing to report at this time.

   

 

 

 

COMMITTEE REPORTS

Public Works   Mr. Sommerkamp reported on the following:

Ø      The welcome signs have been installed throughout the City.  There is one more to install, probably on Horsebranch Rd. descending the hill.     

Ø      Concrete slabs have been poured at the intersections in which new, ornamental street signs shall be placed similar to ones already in place in Ft. Mitchell, Lakeside Park, and various spots in Crestview Hills.   

Ø      Barrett Paving has begun resurfacing on Claiborne Ct. and Lookout Farm Drive.  The project should be complete by April 20.

Ø      The Sanitation District has completed the installation of a duck- bill apparatus in the junction chamber of the Dry Creek outfall sewer behind Springside Court in Lookout Farm.  This installation should eliminate sewer gases from coming upward in the sewers and settling in and around the homes.

Ø      The Kenton County Board of Education is planning an expansion to Dixie heights High School.  Their engineers have been working with Mr. Berling to try to overcome some of the storm water problems in the area.

Ø      Weather permitting, Paul Michels and Sons will be sealing cracks and repairing joints on Thomas More Parkway.  Most of this work will be done at night to avoid traffic congestion

Ø      Some undermining of the paving has occurred near 2831 Campus Drive and will be repaired before the end of the fiscal year.

Ø      The committee is still considering construction of an earthen berm behind the lots on Woodspoint Drive abutting I-275.  Preliminary plans and cost estimates are being prepared.  A meeting has yet to be scheduled with residents on that street.

Ø      Bids shall be received on May 7 for the construction of a left turn lane from Horsebranch Road to Orphanage Road.

Ø      Mr. Berling, Mr. Groth, Mr. Sommerkamp, and Jim Connelly will drive the streets on April 24 to categorize repairs and plan expenditures over the coming two years.

 

Finance –Mr. Laird reported that a meeting was held April 10 in which a review of the current fiscal year’s budget was done and a preliminary budget for FY03 was presented.  The budget will be discussed at committee meetings throughout the month with possible minor adjustments.  First reading will take place in May and second reading in June.

 

Economic Development – Mr. Kramer stated that potential development was discussed. 

 

Police – Mrs. Jameson noted that Officer Tanner retired.  The authority is accepting applications for the hiring of a new officer.

 

CHEER Mr. Laird informed council that after the bids were opened April 24, a recommendation will be forthcoming at the next meeting.

 

RecreationMrs. Jameson reported that Reds Tickets in the Champions Room are available for sale at the City building for $30 each.  Games are June 20, July 20, and August 15.  The annual Kings Island Picnic is scheduled for Fathers Day, June 16.  Two Renfro Valley trips are planned; one for June 8th and the other for November 2nd.  May 18 sees a backstretch tour of Churchill Downs.  All information will be forthcoming in a newsletter scheduled to be mailed at the end of the month.

Communications – Mr. Groth reported that May 1 a parade would be held at Caywood School at 8:30AM to honor May Day.

Personnel – Mayor Meier stated that a meeting would be held May 1 to discuss employee performances.

Telecommunications – Mayor Meier affirmed a new telecommunications ordinance (county-wide) has been penned, although it has not yet commonly surfaced.
