MEETING MINUTES
MARCH 13, 2003
Call to Order – Mayor Paul W. Meier called the meeting to order with the pledge of allegiance and silent prayer.
Roll Call – The roll was called to determine a quorum. Present were: Ms. Terri Jameson and Messrs. David Kramer, Ralph Laird, Joseph Maloney Jr., and Harold Ries. Absent: Frank Sommerkamp Jr.
Approval of the Agenda – The Agenda was approved with no corrections or additions.

Motion passed.
Approval of the Minutes of the February 13, 2003 regular meeting with the following corrections: 1.) Page 5; Safety Committee report should read “no purchase is forthcoming instead of not purchase is necessary. 2.) Page 1; Mr. Gross held up an article about the financial difficulties of the Health Alliance of Northern Kentucky as evidence that area medical facilities were having hard times. 3.) Page 3; the CAO Report, Section 2; should read “Administrator’s” on the first line. Section 3; should read 4:00 PM to 5:00 PM. 4.) Second line under Old Business should have a comma after resident instead of a hyphen. 5.) Safety Committee; the name Lard should read Laird.
6.) Page 6; 1st line center is misspelled and the word looser should be loser. The 5th line should read Advanced Life Support. 7.) Economic Development Committee Report – Mr. Kramer stated that he had received a couple of comments, not complaints, about the appearance of the building. 8.) Recreation Committee - reds should be Reds.

Citizens & Guests- Ms. Kathleen Corneil, Lookout Farm Homeowners Assn.
1. Mayor’s Meeting – Saturday, March 15th at Independence Senior Center at 9:00 AM.
2. “Planning & Zoning Law” Seminar by Garry Edmondson, Kenton County Attorney, will be held March 17th at the new Kenton County Library from 6:30 PM to 8:30 PM. A post card was sent inviting each Council member to attend.
3. Eggs & Issues will be held at Turfway Park this Tuesday, March 18th – James Rogers of Cinergy is the guest speaker. Thank you to Jeff Mando’s law firm for being a sponsor of the event.
4. Municipal Government League of Northern Kentucky will meet Thursday, March 20th at the Wilder City Building.
City Administrators Report –
1. On behalf of Chief Paul Herbst, Mr. Groth thanked the City for the use of the city building for a Citizens’s Police Academy Meeting. Also, thank you to Jim Connelly, Public Works for setup and cleanup for the events.
2. Annual Kenton County Spring Cleanup Days are Saturday and Sunday, April 5th and 6th. Large appliance and tires (4 per vehicle only) should be taken to the County Road Department. Trash and other items can be dropped off at Pioneer Park.
3. Annual Financial Statements for elected officials are due at the City offices by April 15th. An Ethics Board Committee will be scheduled soon after the 15th.
4. The Animal Control Authority has had one meeting and is scheduled again for March 27th at the Fort Wright City Building. The Animal Control Authority is negotiating with Kenton County, the purpose of which is to contract with the County for services in the future. There will be no additional costs involved. The two dog wardens will be transferred to County employment and another warden will be added. The City pays $1.35 per person, $3900 per year at present for animal control. The County has agreed to a 4-year contract at the same rate with a 4% window.
5. The Erpenbeck property, 2515 Legends Way, will be auctioned on Saturday, March 15, 2003. The property will be open for inspection at 9:00 AM, the house will sell at noon, and personal items will be sold at the Radison Hotel in Florence at 2:00 PM. The City has posted “No Parking” signs on the west side of Legends Way and two officers will be present to assist with traffic control.
Mayor Meier stated that the City put up signs at a cost of about $12 to prevent illegal parking.
Mr. Maloney reported that the left turn light at Turkeyfoot and Thomas More Parkway is very short. He inquired whether that length could be extended. Mayor Meier stated that inquiries had been made about the light. To lengthen the light causes southbound traffic to back up Turkeyfoot Road. The Kenton County Transportation Task Force went to Washington to discuss the Brent Spence Bridge project. Also, a $200,000 grant was requested to study traffic congestion on Turkeyfoot Road, from Dixie Highway to Dudley Road.
Mr. Kramer stated that he thought an outer loop was planned as a solution to traffic problems on Turkeyfoot.
Mr. Groth stated that the Kenton County Rotary Club will hold its 5th Annual Golf Scramble on June 10 at Summit Hills Country Club. The scramble benefits several worthwhile causes.

Mr. Groth stated a Special Meeting was held with Mr. Sommerkamp via phone conference. Discussed was the staggered, 35-foot pole lighting on Thomas More Parkway. Mr. Berling reported that the lights will be 150-feet apart and be of the cobra light style.
There are four projects planned to start soon. Bids will soon be taken to repave Varsity Court, Vernon Drive and Dixie Lane. Bids for repairing the parking lot adjacent to the City Building will also be accepted.
Mr. Groth reported that the next Public
Works Committee meeting will be Thursday, April 3 at 10:00 AM.
Mr. Kramer inquired about when potholes on Turkeyfoot Road will be repaired. Mr. Groth stated that he wrote a letter to the Transportation Cabinet and the work has started.
Mayor Meier spoke with Sam Beverage. Mr. Beverage said that due to the amount of snow and ice this year, they are behind on starting street repairs.
Finance Committee – No Report
Police & Safety – No Report
Mr. Mando gave an update regarding the legislation on Base Court Revenues that is in the General Assembly at this time. Proposed is a 50% cut in the base court revenues received by cities at this time and a $10 charge added to police fines. This is through the Senate but has yet to go through the House. Mayor Meier stated that this legislation will take effect July 1st of this year. His interest is in seeing that the Police Authority, since the Authority is the only one in the State, get their share of monies. Mr. Mando stated that his information is from the KLC update and not from the budgetary language of the bill itself.
Fire & EMS- No Report
Economic Development – Mayor Meier stated that Carrabbas Restaurant is trying to get ready to present materials for Stage I and Stage II approval at the next Council meeting. Mr. Ries inquired whether the Mall will be torn down. Mr. Kramer stated that Jeff Anderson, developer of Rookwood Commons, has been to several meetings and expressed interest in developing the Crestview Hills Mall in a similar fashion as the Rookwood Commons. Mrs. Jameson asked if Carrabbas has signed a contract with the Mall yet. Mayor Meier clarified that to begin Stage I and II development, a contract is not mandatory. Mr. Maloney expressed his concern that the walkways and fountains were not that plentiful at Rookwood.
Cheer – No report.
1. April 12th from 11:00 AM to 12:00 Noon, the City will host its first Easter Egg Hunt on the grassy area of the Mall. There will be pictures taken with the Easter Bunny and prizes. Mrs. Jameson asked that those interested should call and register their youngster for the event.
2. August 12th has been set as the date for the Annual Golf Outing and City Picnic.
3. A spring newsletter will go out soon with information regarding all the programs.
4. Movie tickets to the Danbarry Theatre are available at the City Building at a cost of $1.50 per ticket.
5. Reds tickets will be available at the end of March or first of April, at the City Building, for games on Thursday, May 22, Saturday, June 14, Saturday, July 19 and Saturday, August 2.
Mr. Kramer set a tentative date of August 5 for the Economic Development Committee meeting, normally scheduled for August 12, because of the City’s 2nd Annual Golf Outing and Picnic.
