REGULAR COUNCIL MEETING MINUTES

THURSDAY, MAY 11, 2006

7:30 P.M.

 

 

CALL TO ORDER – With the Pledge of Allegiance and a silent prayer, Mayor Paul W. Meier called the meeting to order at 7:30 P.M.

 

ROLL CALL – Present were Messrs. Ralph Laird, Frank Sommerkamp, Tony Maschinot, David Kramer, and Tom Moser.  Absent was Messr. David Thiel.

 

APPROVAL OF AGENDA – Agenda was approved as submitted.

MAYOR’S REPORT

 

(1)               Eggs & Issues – Wednesday, May 17th – Receptions @ 7:15 P.M. – The Best of the BEST Awards.

(2)               Government Forum – Friday, May 19th – Senator Katie Stine.

(3)               Municipal Government League meeting – Thursday, May 18th @ 6:00 P.M. – NKADD – topic:  Transportation.

(4)               Mayor’s Group meeting – Saturday, May 20th @ 9:00 A.M. at Kenton County.

(5)               Government Forum – Friday, June 2nd – Congressman Geoff Davis.

 

CITY ADMINISTRATOR’S REPORT

 

(1)               The Ft. Mitchell Fire Department will install free smoke detectors in rhe homes of Crestview Hills residents.  To order yours, call the Fire Department at 331-1267.  We will be sending out a newsletter within the next ten days and will include this announcement.

 

OLD BUSINESS

 

None

 

NEW BUSINESS

 

A.                 Ordinance 2006-5-1  -- first reading of the FY 2006-2007 Budget Ordinance by Mayor Meier.  Mr. Sommerkamp wanted to know if a separate column could be included, in future finance reports to Council, showing figures in line items for the same time in the previous year, for comparison purposes?  City Administrator Groth will check with the Clerk/Treasurer re: that request.

 

B.                 Mayor Meier stated that a new agreement had been drafted between the City of Crestview Hills and the Kenton County School Board whereby the City of Edgewood will also be an applicant, along with the City of Crestview Hills, to the Sanitation District #1.  City Attorney Jeff Mando stated that the Edgewood City Attorney, Frank Wichmann, would like to review the document before it is presented to Council, which will occur at the June, 2006, Council meeting.

 

COMMITTEE REPORTS

 

Public Works  -- Mr. Sommerkamp reported on the following:

 

n      The Dixie Highway and Summit Drive Storm Sewer is complete pending final inspection

n      As part of the new construction at the Dixie Heights High School, the school will be constructing curb and gutter along the south side of Summit Drive, from Dixie Highway to Dixie Lane, at the old Caywood School site.

n      The City received bids for the resurfacing of University Circle, College Park Drive (west), and parts of Centre View Blvd. and Winding Way.  Eaton Asphalt Paving Company was the low bidder.  Work should be completed within sixty days.

n      The Public Works Committee met with K.D.O.T. to discuss problems and solutions to accommodate the new traffic that has been generated on Turkeyfoot Road since the opening of the Crestview Hills Town Center.

 

Finance

 

Mr. Laird stated that after the budget submittal, ther was no immediate activity.

 

Police Authority/Safety

 

Mr. Kramer stated that the Police Authority Board will be meeting on the following Monday to discuss health insurance and their impending budget, as well as the hiring of two new officers.  Chief Herbst stated that the new officers will start their basic training at Eastern Kentucky University on June 5th and conclude by October 31st.  After the two new officers begin their duties, the department will be back to 10 full-time officers.

 

Fire/EMS

 

Dan Groth reported on the availability of smoke alarms to Crestview Hills residents.

 

Development & Zoning

 

Mr. Kramer stated that the committee met on the previous Tuesday, whereby the main issue was the “Sexually Oriented Business” (S.O.B.) Ordinance that Kenton County Cities are reviewing.  More information will be available at our next meeting.  Once a plan of action is taken, a series of letters, news articles, and public meetings (if necessary) will be made available to residents of Crestview Hills.

 

C.H.E.E.R. & Recycling

Recreation

 

Mr. Maschinot reported on the following:

 

n      Crestview Hills Night at the Florence Freedom will be on Tuesday, July 18th, which we will share with the City of Taylor Mill.  Buffet Dinner at 6:00 P.M. prior to the game.  Prizes will be awarded – Cost:  $10.00 per person.

n      Reds tickets, at the Party Deck, remaining:  16 for the June 17th game vs. the White Sox, and only 5 remain for the July 22nd game vs. the Brewers.

n      In next week’s Newsletter, a separate insert will be placed inside describing the recreational activities for the remainder of the calendar year.

n      Water color classes will be on Monday nights during the month of July and the first Monday in August.  Class size is limited to 25 people.

n      The Recreation Committee will be working on a master e-mail list for all Crestview Hills residents.

n      The next Recreation Committee meeting is scheduled for Wednesday, May 31st, at 11:00 A.M.

 

Personnel & Public Relations

 

Mayor Meier stated the committee met on April 19th to discuss employee salaries for FY 2006 – 2007

Building Committee

 

Dan Groth reported that the next meeting is scheduled with the Architect and Construction Company on May 16th.  The building is presently on schedule and should be available in July.

 

There being no further business, motion to adjourn by Mr. Laird, seconded by Mr. Sommerkamp, at 8:17 P.M. – all “ayes” – motion carried.
