REGULAR COUNCIL MEETING MINUTES
THURSDAY, OCTOBER 13, 2005

CALL TO ORDER
With the Pledge of Allegiance and a silent prayer, Mayor Paul W. Meier called the meeting to order at 7:30 PM.
ROLL CALL
Present were Messrs. Joe Maloney, Thomas Moser, David Kramer, Frank Sommerkamp, and David Meier II. Ralph Laird was in absentia.
APPROVAL OF AGENDA
Agenda approved as submitted.

APPROVAL OF MINUTES
Mayor Meier noted corrections on page 4, top of the page, the vote should read that one council member recused, not abstained, on the vote taken on Resolution 2005-9-1. On page 5 in the beginning of the sixth line in the second paragraph, the sentence should read, “The cost will be 1/3 to the City of Crestview Hills and the Kenton County School Board to pick up 2/3 of the remaining cost.” Page 5 toward the end of the same paragraph, should read, “ A deal was struck with KDOT to offset the cost of the error, whereby KDOT will provide approximately $12,000 in piping and stone, which will well compensate for the error.”
Mr. Kramer noted on page 2 a correction was needed on the motion toward the middle of the page to read, “Motion to contribute up to $3,000 for the joint expenditure of a holiday event with the Crestview Hills Town Center.” In the last paragraph on page 2, “Mr. Groth reported that the I-275 overpass on Turkeyfoot Road will be reduced to one lane each direction while the bridge is repaired and resurfaced.”

CITIZENS AND GUESTS
Sgt. Chris Schutte introduced Melissa Sies, new Police Clerk who took the place of retired clerk, Dorothy Waite.
Mayor Meier introduced concerns brought forth by several residents in the College Park subdivision, who signed a petition noting requests for action by City Administration in enforcing ordinances and potential zoning code violations. Sandy Hobbs, 2912 Campus Drive, spoke on behalf of the handful of residents present. A list of complaints against specific addresses was presented to City Administrator and action was requested. Most complaints dealt with temporary storage pods in driveways, perceptually shoddy landscaping in yards and commercial properties, trailers not on concrete pads, on blocks, or sitting in driveways, and rental properties. Mr. Groth explained administrative procedures and explained zoning procedures through the “One Stop Shop” in managing complaints against the aforementioned. Ms. Pat Sensel, also present from the College Park subdivision, criticized the planting at the end of College Park Drive opening into the Crestview Hills Town Center.
Mr. Groth informed residents that their concerns would be addressed in a timely manner and written communication would be shortly forthcoming.
1. The Kenton County Fall clean-up dates have been scheduled for October 21, 22, and 23 from 8AM to 6PM at the following locations:
a. Kenton County Public Works at 420 Independence Station Rd
b. DRT Construction
c. Piner Fire Department
d. Visalia School
Appliances and tires will be accepted at the Public Works facility, 4 tires per vehicle but no paints or chemicals will be accepted.
2. Mayor Meier, Tom Moser, C.R. and Mr. Groth attended The Kentucky League of Cities annual conference in Louisville at the Galt House from October 5 – 9. Congratulations to C.R. and Mayor Meier for receiving the Public Officials Essential Skills Institute’s Silver award. C.R. Wirthlin also received a 4th in a row “Excellence in Financial Reporting” by the Government Finance Officers Association of the United States and Canada and for earning the Master Municipal Clerk’s designation. There are only six in Kentucky and approximately 600 nationwide.
3. Groundbreaking has occurred on the new City Building and the early stages are proceeding as planned. The building is scheduled to be finished by August, 2006 and has been financed by general obligation revenue bonds.
4. Two Council members cannot attend the regularly scheduled November Council meeting; therefore, a motion was made by Mr. Kramer, seconded by Mr. Meier II to hold a special meeting Wednesday November 16 at 7:30PM. Since it will be a special meeting, the agenda will be set with no additions permitted.

NEW BUSINESS
A. Filling of vacant Council seat Mayor Meier informed Council that the Personnel Committee met today and reviewed resumes submitted for the filling of the remainder of Joe Maloney’s term. The Committee made the recommendation of David Theil. Motion to accept David Theil made by Mr. Sommerkamp, seconded by Mr. Meier II. Ayes carried
Mayor Meier administered the official oath to Mr. Theil and he joined the Council meeting after orally resigning from the Crestview Hills Board of Adjustment.
COMMITTEE REPORTS
Public Works
Mr. Sommerkamp reported on the following:
1) The City is working with the Kenton County Board of Education and the Kentucky Department of Transportation to construct a new storm sewer from the Dixie Highway to a point in the rear of Caywood School. This will help relieve the storm water ponding problem in the rear yards of our residents on the south side of Summit Drive. The City, the Board of Education, the Sanitation District, and the Kentucky Department of Transportation are and have signed agreements to work together on the funding thereof. Phase one of the construction will begin at 8PM on Sunday October 16. A new piping system will be constructed across Dixie Highway. This work will be done at night to avoid heavy traffic.
2) There is a surface water drainage problem at the intersection of Calumet and Lookout Farm Drive. This problem will be eliminated by constructing a small drain line from the area to the nearest storm water catch basin, believed to be Shaker Heights. Bids were received on October 3. The work will be done this fall.
3) Parkway Drive has shown signs of deterioration over the past two years. This road was refurbished and resurfaced last month.
4) The City has been studying traffic movement on Dixie Highway and Turkeyfoot Road in an effort to accommodate future traffic into the new commercial area. We have submitted a drawing to KDOT for revisions to turn lanes on Turkeyfoot Road. They are studying those suggestions at this time.
5) Campus Drive resurfacing was bid on October 3. The work will be done this fall.
6) Mayor Meier stated that according to KDOT, new signs showing “Crestview Hills next 2 exits” are to be installed on I-275 West before the Dixie Highway exit and on I-275 East before Turkeyfoot Road exit.
Ms. Sandy Hobbs requested the City check the height of the bushes near College Park and Fraternity and Turkeyfoot Road. Also, the timing of the crosswalk seems to be amiss. Mrs. Pat Sensel expressed consternation over the possibility that in the future, Town Center shoppers might park on College Park Drive and enter the shopping area through the opening at the end of the street.
Police Authority – Sgt. Schutte described the bank robbery that took place at the Bank of Kentucky on Lookout Farm Drive at 9:45AM. The robbers were caught.
Fire and Safety - Ft. Mitchell purchased new trucks so they can maintain a good ISO rating for the purpose of keeping insurance costs down.
Edgewood Fire Department celebrates its 50th anniversary Saturday October 15.
Economic Development – Mr. Groth reported on a proposed amendment to Section 90.07 of the Crestview Hills Code of Ordinances was given to Council members for review. It would revise the definition of vicious animals to include dogs such as pit bulls, and would prohibit the possession or harboring of such in the corporate limits of Crestview Hills. Mr. Jeff Mando, City Attorney, noted that there have been challenges to such ordinances. A public discussion will be held next month at a time to be determined and announced in the next Eagle’s View newsletter.
Recreation – Mr. Meier II noted the following events:
Æ The volunteer appreciation dinner has been set for Saturday November 19.
Æ The November 4 trip to Renfro Valley to enjoy the antics of Carl Hurley is sold out.
Æ The City is teaming up with the Crestview Hills Town Center for a holiday tree lighting ceremony with Mr. and Mrs. Claus riding in on a fire engine and a fireworks display to enjoy.
Communications – Mr. Meier II suggested excerpts of Mr. Groth’s response letter be included in the next Eagle’s View so residents can be reminded of often over-looked ordinances.
Building – The next construction update meeting will be Tuesday October 18 and will continue to be the first and third Tuesday of each month until the project is completed.
Mr. Sommerkamp wished to bring up the possibility of having the Safety Committee review the current fire and EMS contracts, as he believes it takes Ft. Mitchell Fire Dept. longer to reach businesses in the research park.
According to Mr. Sommerkamp, in the 2.4 miles from the Ft. Mitchell fire house to the research park outskirts, there are 10 signalized intersections through which an emergency vehicle must travel, when traversing Dixie Highway and Turkeyfoot Road. If the emergency vehicle uses Orphanage Road, there are 4 signalized intersections and the distance is 3.2 miles. The Edgewood Fire Department is less than 1.3 miles from the center of the research park and there is one signalized intersection through which must be traveled. Mr. Sommerkamp recommends that the committee reevaluate which fire department covers which areas of the research park.
