MINUTES - REGULAR COUNCIL MEETING

SEPTEMBER 12, 2002 – 7:30 PM

 

CALL TO ORDER - Mayor Paul W. Meier called the meeting to order at 7:30 PM., with the Pledge of Allegiance, and a request to remember the family of former treasurer, Palmer Ledonne in silent prayer.

ROLL CALL - Present were: Mrs. Terri Jameson, Messrs. David Kramer, Ralph Laird, Joe Maloney, Harold Ries and Frank Sommerkamp. 

APPROVAL OF AGENDA  - Mayor Meier requested that under New Business the following be added:  B:  Sexually Oriented Businesses – Decision whether to pay/assist other Northern Kentucky Cities by funding of $650 not to exceed $1500 to conduct a study of Ordinance/Zoning as relates to the affect new regulation will have on various Northern Kentucky areas. C:  Executive Session – to discuss litigation and assessment issues.   Motion to accept as amended:

CITIZENS AND GUESTS

Chief Paul Herbst, Lakeside Park/Crestview Hills Police Authority.  Chief Herbst thanked the Mayor, Council and staff of the City for allowing the use of the Council Chambers for the Citizen Academy meeting this month.

CITY ADMINISTRATOR’S REPORT

Mr. Groth reported on the following:

A.    Would like Council to stop by his office before leaving this evening to receive their city shirts.

B.    The request for City to assist monetarily in a joint effort to research the area zoning as pertains to the new legislation regarding Sexually Oriented Businesses.

 

 

MAYORS REPORT

Mayor Meier reported on the following:

A.     Ground breaking ceremony today for the New Thomas More College Observatory.

B.     Government Forum tomorrow with Greg Stumbo – House Majority Leader.

C.    Eggs & Issues – Tuesday, September 17th @ Four Seasons – Sam Beverage District 6 Chief Engineer will discuss Northern Kentucky Road Funds & Projects.

D.    Kenton Transportation Task Force – Thursday, September 19, Thomas More College, 1:30 PM.

E.     Municipal Government League of Northern Kentucky meeting – Thursday, September 19, Ft. Mitchell – 6:00 PM – Topic Fire Department Mergers & KTTF.

F.     Mayor’s Group Meeting Saturday, September 21, - 9:00 AM.

G.    Chamber of Commerce – Annual Meeting, Thursday, September 26th – 5:30 PM Cocktails 6:00 pm – Dinner 7:30 PM.

H.     Erlanger Branch Library ribbon cutting ceremony – Sunday, October 13, - 2:00 PM.

 

OLD BUSINESS

None to report

NEW BUSINESS

A.    1st Reading of Ordinance #2002-9-1 – to set the real estate property tax rate for calendar year 2002 -  Mr. Laird reported that the committee has decided on a rate of .1525 per $100 valuation.  The rate is the same as last years rate.  It was decided that since costs held pretty steady for the year and budget was maintained, the rate should stay the same.  Council agreed unanimously to accept this as first reading of the Ordinance.

B.    Sexually Oriented Businesses – Mayor Meier presented to Council a request for funds to support a joint study by most Northern Kentucky Cities of the current ordinances and zoning as relates to recently passed legislation regarding Adult Oriented Businesses in the area.  The cost to the City is estimated at around $650.  Mr. Laird suggested that cost should not exceed $1500. 

Mr. Mando explained that some definition of community must be decided.  Campbell County does not have countywide zoning.  Some Campbell County cities zoning may stand.  Some zoning may need changes in Kenton and Campbell.  The study will assist with determination of these issues.

 

 

 

COMMITTEE REPORTS

Public Works:  Mr. Sommerkamp reported on the following:

1.      The turn lane on Horsebranch Road at Orphanage Road is under construction.  The new paving is being constructed today.  Landscaping, seeding and striping will be completed by the end of the month.

2.      The public works committee is considering the construction of an earthen berm behind the lots on Woodspoint Drive, which abuts Highway I-275.  Plans and cross-sections are being prepared to evaluate the affect of this berm as a sound barrier.  The state will do sensors.  Mr. Sommerkamp apologized for not having any information for Lookout Farm due to pending reports.

3.      Crack sealing and repairs are nearly completed on Thomas More Parkway.  The work will be done by the end of the month.

4.      The Kenton County Board of Education, the Kentucky Department of Transportation and the City are working together to improve the storm water drainage near Dixie Heights, Caywood School and the homes on the south west side of Summit Drive.  This project should be constructed this winter.  We are waiting for a letter from K.D.O.T. as to their level of financial assistance.

5.      The City is investigating improvement and landscaping of the median in Turkeyfoot Road between Crestview Hills Mall Road and I-275.  A report was presented at the last public works meeting.  Plans are in process for this improvement.  The landscape architect is preparing plans for the landscaping and irrigation system, which will be submitted to K.D.O.T.

Finance – Covered under new business.

Police Authority/Safety – Chief Paul Herbst reported that the speed on Lookout Farm Drive has been monitored.  There does not appear to be excessive violation of the 25 mph speed limit on the road.

Development & Zoning – The meeting has been canceled for this month.

Recreation – Mrs. Jameson reported that the Summit Hills golf picnic had 87 golfers and 198 attendees for the picnic.

The City’s tree lighting ceremony has been set for Friday, December 6.  Snacks at 4:30 pm and the tree lighting at 6:00 pm.

Mr. Maloney asked that, Halloween hours for trick-or-treat be set at 6:00 to 8:00 PM on the 31st.

Communications – The fall newsletter will be mailed soon.  Mr. Sommerkamp suggested a “Did You Know Excerpt” for the newsletter as reminder of certain information that may not be common knowledge to new residents of the City.
