REGULAR COUNCIL MEETING MINUTES

THURSDAY, APRIL 13, 2006

7:30 PM

 

CALL TO ORDER - With the Pledge of Allegiance and a silent prayer, Mayor Paul W. Meier called the meeting to order at 7:30 PM.

ROLL CALL - Present were Messrs. Frank Sommerkamp, David Kramer, Ralph Laird, David Thiel, Thomas Moser and Tony Maschinot.

APPROVAL OF AGENDA Agenda approved as submitted.

            None.

MAYOR’S REPORT

1)     Visitation for Richard Lonergan, a former Crestview Hills representative for the KCMPZC and the Economic Development Committee, will be Friday April 14, 2006 at Middendorf-Bullock Funeral Home in Erlanger from 9 AM – 10:30 AM.

2)     Eggs and Issues will be held Tuesday April 18 at 7:15AM at Five Seasons.  Topic – “What are Counterfeiting and Piracy Costing YOU?”

3)     Mayors Group Meeting will be held Saturday April 22 at 9AM at Pride Park in Taylor Mill.

4)     Ft Mitchell’s employee and volunteer appreciation dinner will take place Saturday April 22, 6:30 PM at the Drawbridge Estates.

5)     The Crestview Hills Town Center is kicking off its “Commit to be Fit” program Monday May 1 at 9AM by introducing walkers to the paths that have been conceptualized.

6)     Immanuel Methodist Church in Lakeside Park will host an open house on the Dixie fix Monday May 8 from 4PM – 7PM.

7)     Business Education Success Teams (BEST) awards will be the special Eggs and Issues held Wednesday May 17 at Five Seasons starting at 7:15AM.  The City of Crestview Hills is a sponsor.

8)     Information on Northern Kentucky Vision 2015 – Shaping Our Future is available at www.vision2015.org

 

City Administrator’s Report

1)     Annual financial declarations for council members are due Monday April 17.

2)     The Conference of the Management of Local Government was held March 29 – 31 in Lexington.  Many of the seminars were on fraud and how to detect and prevent it.  Other sessions included legislative updates by KLC, and a special session on “Extraordinary Communities in Ordinary Places” by Dr. Vaughn Grisham, University of Mississippi.

 

OLD BUSINESS

 

A.             Ordinance 2006-3-1 – second reading of an ordinance to set down regulations for the keeping and control of animals within the city limits of Crestview Hills.  Mr. Kramer noted the discussion that took place in the Economic Development committee and pointed out that this ordinance parrots the Kenton County regulations.  Notable are provisions for micro chipping at the owner’s expense after an animal escapes, escalating offenses and fines, and conformity with Kenton County.                                                                             Mr. Mando read the header of the ordinance and gave a brief overview of each section therein.  Concerns about cats and police enforcement were brought forth.  The police have the authority upon passage to enforce any regulation set forth in the ordinance.                                                                                    Motion to accept as presented made by Mr. Laird, seconded by Mr. Sommerkamp.  Ayes carried

B.             Ordinance 2006-3-2 - Mayor Meier desired further review of this ordinance to amend the sign ordinance on the recommendation of the Northern Kentucky Planning Commission and Mr. Kramer noted that the Economic Development Committee would like to discuss in full proposed changes and items of addendum.  Mayor Meier postponed first reading until the May Council meeting.

 

NEW BUSINESS

 

A.             Mr. Moser introduced and read a statement he had prepared that referenced his distaste and disagreement with the procedure used to fill the two council seats left vacant last year by Joe Maloney and David Meier.  The full statement is attached.  However, in summary, Mr. Moser protested:

1.      Council members inability to attend committee meetings

2.      Committees making recommendations to Council and Council “blindly” voting.

3.      Open meeting requirements

5.      “It’s always been that way so why change something?”

6.      Wordings in Code of Ordinances

Mr. Kramer voiced strong objections to Mr. Moser’s statement and rebutted the points brought forth.  Much discussion took place referencing the above issues.  No action was taken.

B.    Municipal Order 2006-4-1    To approve the appointment of Lynn Hood as Crestview Hills representative to the Kenton County Planning Commission.  Motion to accept by Mr. Sommerkamp, seconded by Mr. Kramer.

 

COMMITTEE REPORTS

Public WorksMr. Sommerkamp reported on the following:

 

Ø               Phase two of the Dixie Highway and Summit Drive storm sewer is under construction.  The project should be completed by May 11, 2006.

Ø               The staff has completed their annual inspection of the streets in Crestview Hills.  A report and priorities with estimated expenditures will be presented at the next meeting and to the Finance Committee for budget considerations.

Ø               Centreview Blvd. resurfacing will be put to bid soon.  Upon completion of the work, the City will apply for the $38,000 from state promised last fiscal year.  Advertising for bid on the Dixie median strip will occur soon

Ø               Sanitation District cannot participate in the restoration of ponds in the old Crestview area since they are privately owned. 

 

Finance – Mr. Laird noted the committee would meet next month to discuss and review budget proposals.

 

Police Authority – Mr. Kramer informed council that the board is reviewing budget proposals.  A report will be forthcoming at May’s council meeting.

 

Economic Development – Mr. Kramer informed council on the committee’s review of:

Ø            Sexually oriented businesses.  An update was discussed regarding opinions of Kenton County Attorney Gary Edmonson and the Northern Kentucky Area Planning Commission on the issue, although no formal decisions or recommendations have been made to date. 

Ø            Discussions are planned on the sign ordinance changes. 

 

CHEERMr. Laird reported on the recommendation made by the committee to accept the bid from Bavarian Trucking for continued solid waste collection and curbside recycling.  Mr. Laird made the motion to accept the 4 year bid from Bavarian, seconded by Mr. Thiel. 

 

RecreationMr. Maschinot recounted the Easter egg hunt on April 8 at Gloria Dei church, the obtaining of the Party Deck for 2 Cincinnati Reds games on Saturday June 17 versus the Chicago White Sox, and Saturday July 22 versus the Milwaukee Brewers, Father’s Day at Kings Island, an evening at the Florence Freedom (date to be determined), and August 8 for the City picnic at Summit Hills CC as recreational activities in the works at this time.

 

Communications – A newsletter will be circulated in May and the website is under construction, getting a much needed face-lift.

 

Building – The project is on schedule at this point according to Endeavor Construction.

 

Mr. Maschinot wished discussion on security concerns at the Town Center and brought to light an incident which directly affected his household.
